Meet Sarge — Army Veteran And Florida's Dual-Licensed Roofer Since 1990

The Rest Of The Story

Sal Sarge Ybarra, U.S. Army veteran and dual-licensed Florida roofing contractor since 1990

Hi, I'm Sal. Folks call me Sarge. You came here from the homepage looking for the long version. Pull up a chair.

It Started In West Texas

I started roofing as a young man in West Texas. Hot work, hard work, honest work. From there I followed the trade up through New Mexico, Colorado, Oklahoma, Kansas, Missouri, into North Dakota, South Dakota, Minnesota and Wisconsin. Then back down through New Orleans, across the Florida panhandle from Pensacola to Jacksonville, and eventually into Orlando, Ocala, The Villages, all the way down to the Keys. I worked the islands too — Puerto Rico and the U.S. Virgin Islands. If a roof had a Sunbelt sun or a hurricane on the way, I've probably worked one like it.

The Army — Stationed At Wildflecken, Germany

I served in the U.S. Army, stationed at Wildflecken in the Rhön mountains of Germany. Cold country. Brutal country. The kind of place that teaches you to finish what you start no matter what the weather is doing. That training never left me. I bring it to every job site.

Texas Tech And Married Since 1986

After the Army I attended Texas Tech University. Earned my education, met good people, built a foundation. I've been married to the same good woman since 1986. Family is the why behind everything I do.

State Certified Roofing And Construction — Since 1990

I founded my roofing and construction business in 1990. Dual-licensed by the State of Florida: Certified Roofing Contractor CCC1334499 and Certified Residential Contractor CRC1335172. Veteran-owned. BBB accredited. Belleview, Florida is home, and Central Florida is the territory I work.

Five Homes Built With My Own Hands. Building Number Six.

I've built five houses for my own family, ground up, every one of them. Right now I'm building number six — and this one is different. It is a structural concrete insulated panel (SCIP) home. Walls, roof, the whole envelope is solid concrete with a foam core. Above-ground bunker. Hurricane doesn't scare it. Energy bills don't scare it either. When I tell a homeowner I know building science, it's because I'm living it.

What Changed — And What Didn't

Here's something I want you to understand. Florida tightened building codes after 2004 and again after 2012. Homes built under those newer codes have solid, well-installed roofs sitting on them. They were inspected properly. They were built to higher standards. Most of them are still in good shape.

What changed is not the roofs. What changed is insurance. Carriers still write policies in Florida, but they want newer roofs underneath them. A 12 or 15 year old roof in good condition is suddenly "a problem" when ten years ago it wasn't. That's the shift I've watched happen with my own eyes.

The roof over your head is most likely an asphalt product — petroleum. It has a real, useful life. Back in the day, a roof lasted 20 to 30 years and nobody made a fuss about it. Today, plenty of those roofs still have life left. That's my opinion based on 30-plus years of climbing on them.

Option A And Option B

Every roof I look at gets one of two answers. Not a sales pitch — an answer.

Option A — Recertify and Extend. If your roof has real life left, I document the condition, certify it under the State Certified 5-Year Roof Recertification Program, and get you another 5 to 10 years of usable service. This is the smaller paycheck for me. I offer it anyway because it is the right answer for a lot of homeowners.

Option B — Replace. When the roof is actually done, we replace it. Code-plus installation. Real warranty. Clean job site. TAMKO Titan XT 160 MPH asphalt, standing seam metal, or TPO if it's flat. No surprises, no upsells, no nonsense.

Every homeowner is unique. Every roof tells its own story. My job is to read it honestly and tell you which option fits.

What That Means For You

When you call me, you are not getting a salesman. You are getting a roofer with 30-plus years in the trade, a U.S. Army veteran, a dual-licensed Florida contractor (CCC1334499 and CRC1335172), BBB accredited, who has worked roofs from the Texas panhandle to the Caribbean and built six houses with his own hands. You are getting somebody who would rather extend your roof for less money than replace it for more.

That's the deal. That's the work. That's the man.

And now you know the rest of the story.

State Certified Roofing & Construction isn't a franchise. It's not a national chain with local offices. It's Sal a U.S. Army veteran who served his country, settled in Central Florida, and has spent since 1990 building a reputation for honest, licensed, veteran-run roofing.

Built From Real-World Experience

State Certified Roofing & Construction was built from decades of hands-on roofing and construction experience across Florida, the Midwest, Southwest, Gulf Coast, Puerto Rico, and the U.S. Virgin Islands.

Sal proudly served in the U.S. Army before later attending Texas Tech University, where he studied Construction Technology and Business Math before entering the construction industry full-time.

Over the years, he has personally helped build custom homes, guest houses, shops, roofing systems, and resilient construction projects — including an ongoing Structural Concrete Insulated Panel (SCIP) home designed around durability, energy efficiency, and storm resistance.

Modern Roofing Meets Building Science

Our company combines traditional craftsmanship with modern inspection technology and roofing system analysis, including:

  • Drone-assisted roof imaging
  • Roof condition reporting
  • Ventilation awareness
  • Moisture evaluation
  • Storm-related inspections

Because roofing is not just about replacing materials — it's about understanding how the entire system works together.

A Lifelong Building Adventure

For Sal, construction has never simply been a job — it has always been a passion, a craft, and a lifelong adventure.

From roofing homes across storm-prone regions to exploring resilient building systems and advanced roof inspection technology, the mission remains the same:

Help homeowners better understand, protect, and maintain one of their most important investments — their home.

And yes… we probably have more credentials than your roof has shingles.

Dual Florida Licenses — Why It Matters

Most roofers in Florida hold only a roofing license. We hold two state licenses:

  • CCC1334499 — Certified Roofing Contractor
  • CRC1335172 — Certified Residential Contractor

The second license lets us handle structural decking issues, framing modifications, skylight installations, new construction roofing, and residential building work that roofing-only contractors have to subcontract. One license, one company, one crew. Simpler for you. Verify both at myfloridalicense.com.

Veteran & First Responder Discounts

We offer discounts to veterans and first responders — not as a marketing gimmick but because they're our community. Sarge served in the U.S. Army, and many of our best customers over the years have been fellow veterans, retired law enforcement, firefighters, and paramedics. Ask about the discount when you call.

Service Area

Based in Belleview, we serve four Central Florida counties:

  • Marion County — Ocala, Belleview, Summerfield, Silver Springs Shores
  • Lake County — Lady Lake, Fruitland Park, Leesburg, Tavares, Eustis, Mount Dora, Umatilla
  • Sumter County — The Villages, Wildwood, Oxford
  • Citrus County — Inverness, Crystal River, Homosassa
